Between Growth and Regulation: How Property Management Companies Navigate an Increasingly Regulated Airbnb Market

Legal

Short-term rentals are experiencing sustained growth in France. Driven by the rise of remote working, tourist attractiveness and the search for additional income by owners, it has established itself as a solid alternative to long-term rentals. But this expansion is accompanied by an increasingly strict legislative and regulatory framework, redefining the role of concierge services.

While some cities limit tourist rentals to preserve the local housing supply, Airbnb is developing its official network of co-hosts. Between growth opportunities and legal constraints, concierge services must adapt to a rapidly changing landscape.

A fast-growing market

France remains one of the most dynamic markets in Europe for Airbnb and tourist rental platforms. With several hundreds of thousands of short-term accommodations offered, the country ranks in the top three global destinations on this model. The diversity of travelers — foreign tourists, French people on business trips or teleworkers — supports strong and regular demand.

In this context, concierge services have established themselves as key players. They meet a double need:

  • On the owner side, they allow the entire management of an accommodation to be delegated, from the online announcement to the reception of travelers, including cleaning and price optimization. The idea is simple: generate additional income without mental burden.
  • For travelers, they provide reliability and a homogeneous quality of welcome. Where each guest used to do “their own way”, concierge services guarantee a more professional and reassuring experience, close to hotel standards.

Cleaning, autonomous check-in, review management, maintenance... The rise in the range and professionalization of the sector are transforming short-term rentals into a real investment product, attractive for individual owners as well as for professional investors.

More and more stringent regulations

However, this rapid growth has a downside. In some cities, the multiplication of furnished tourist accommodation is accused of penalizing the local housing market by reducing the supply available to residents and by increasing rents. Municipalities have therefore multiplied the measures to regulate the phenomenon:

  • Annecy recently adopted quotas and restrictions to limit the pressure of furnished tourist accommodation in its historic center, with the stated objective of “reoxygenating” the local real estate market.
  • Paris already applies a strict limit of 120 days per year for renting a main residence, and has intensified its controls to punish abuse.
  • In other cities such as Bordeaux, Lyon or Strasbourg, owners must now declare their activity, obtain a registration number, and sometimes ask for authorization to change use.

For concierge services, this involves constant vigilance: knowing the regulations in force in each city, supporting owners with administrative procedures, and sometimes reorienting projects towards hybrid models (for example: switching part of the year to long-term rentals). This “regulatory” dimension is becoming a key service for concierge services, which are no longer limited to logistics, but also play an advisory role.

Airbnb structures the market with its network of co-hosts

Faced with these developments, Airbnb has chosen to better structure its ecosystem by launching an official network of co-hosts in France. The idea is to connect owners and trusted professional managers, validated by the platform according to criteria of reliability and quality.

For owners, this is additional security: they can delegate their accommodation to a partner recommended by Airbnb, without going through external research. For concierge services, it is an opportunity for visibility and legitimacy, since being recognized as an official co-host is a guarantee of professionalism.

However, this system also reinforces dependence on Airbnb. The platform remains “master of the game”, since it sets the rules, controls the promotion of ads and oversees relationships between hosts and concierge services. While this structure contributes to the professionalization of the sector, it also raises the question of the autonomy of concierge services with respect to platforms.

What is the role of concierge services?

In this context, concierge services are becoming much more than just service providers. They are asserting themselves as real strategic partners for owners. Their role now lies at the intersection of three missions:

Optimize the profitability of housing, by adapting prices in real time, by improving the visibility of ads and by maximizing the occupancy rate.

Ensure regulatory compliance, by supporting owners in administrative procedures (declarations, registrations, compliance with overnight stay quotas).

To stand out through the quality of service, by offering travelers a smooth and careful experience: responsive communication, warm welcome, clean and well-maintained accommodations.

This evolution repositions the concierge service as a key player in market transformation: an essential ally in navigating administrative complexity and increasing customer requirements.

Towards a new era of short-term rentals

Short-term rentals in France are entering a new phase: more supervised, more professional and more competitive. Leeway is shrinking for owners who want to manage their home alone, while concierge services appear to be an increasingly essential solution.

For owners, surrounding themselves with a reliable manager is becoming essential to continue to benefit from short-term profitability while remaining within the legal framework.

For travelers, concierge services guarantee a reassuring, standardized and qualitative experience.

For cities, they can even become privileged interlocutors, capable of ensuring a supervised practice that respects the local market.

To conclude, short-term rentals are not going away, they are transforms. And the concierge services are at heart of this transformation.
